There Are No Calls Available At This Time.

There are 132 Journeymen on Book I and 37 Journeymen on Book II.

If you are interested in accepting a Long Call, you may dial (815) 398-6282 Ext. 225 now and leave a message to accept the call, or you may phone the dispatcher between 7:30 A.M. and 9:00 A.M. the following business day.  If you receive the call the dispatcher will call you at the number listed after 9:00 A.M. 

For Short Calls the dispatcher will phone applicants in the order they are registered on the Short Call book.

After 4:30 p.m. Each Day
 Pursuant to the authority of Article V, of the Collective Bargaining Agreement, the following procedural rules will govern referrals and sign-ups within the jurisdiction of Local Union 364, I.B.E.W.

1.     
Local Union 364 Referral Office, located at 6820 Mill Road, Rockford, Illinois sign in hours are: 7:00 a.m. to 4:30 p.m., Monday through Friday excluding holidays.

2.     
All referrals shall be in accordance with the current collective bargaining agreement.

3.     
Each applicant must prove unemployment with a severance slip from his latest employer or a letter from his Business Manager stating “unemployment” at the time of registration.

4.     
Applicant must re-sign the out of work list on their monthly anniversary date, in person, certified mail, fax or e-mail to remain on the out of work book.

5.     
If an applicant fails to re-sign the long call book of their classification, on their anniversary date, they will be removed from all books that they are signed to.

6.     
It is the responsibility of the Business Manager of the Local Union to supply the manpower to the contractor within forty-eight (48) hours of a request for help. In the interest of maintaining an efficient referral system, long calls received after 4:00 p.m. will be placed on the recorder the next business day.  However, emergency referrals may have to be made outside normal hours using whatever means are available to fill calls and place registrants.

7.     
Applicants will be allowed two turndowns without penalty and be rolled completely off the book for a third turndown. Turndowns are only given when a call can not be filled from either Group I or Group II applicants. You must re-register in person after being rolled off. 
If an applicant is rolled off the long call book due to turndowns, their re-sign date for all other books will not change.  When an applicant re-signs the long call book then all other books will then change to the new anniversary date. Individuals registered on the out of work book who are no longer seeking employment in the trade, will be removed from the out of work book. 

8.      If you are on the out of work book and interested in working in the local, it is your responsibility to call the office recorder at 815-398-6282 Ext. 600 or check the website after 4:30 P.M. each day.  If you are interested in a call from the recording, you may leave a message to accept the call at 815-398-6282 Ext. 225 or call the dispatcher the following business day between the hours of 7:30 A.M. and 9:00 A.M.  If you receive the call the dispatcher will call you at the number listed at registration after 9:00 A.M.    Applicants will be referred for employment in the order they are registered on the out of work book.

9.     
A separate short call book will be used for temporary calls of fourteen (14) calendar days or less.  Upon completion of a short call, the applicant must return to the Referral Office, 6820 Mill Road, Rockford, Illinois and sign at the bottom of the short call book.  Applicants will be allowed one turndown. After that, you will be rolled off of the short call book for any subsequent turndowns.  If you are registered on the short call book you must be available for work.  Short calls will be filled during regular dispatch hours.  Any short calls requested after regular dispatch hours will be filled the next business day, unless it is of an emergency nature.

10. 
Any applicant having a complaint with the administration of the referral system must submit any such complaint, in writing, to the Referral Appeals Committee within five (5) days from the act complained of to the address at the bottom of this page.

11. 
If a person accepts a call for a job, and then decides to turn the job down, that person will then be taken off the out of work book.  In order to be placed back on the book, that person will have to come to the Office and re-sign at the bottom of the list.

12. 
Individuals who receive two discharges for cause with-in a twelve month period will be suspended from future referral privileges until they appear before a neutral member of the Appeals Committee for a determination as to their continued eligibility for referral.

These referral procedures shall be implemented from this date forward without exception.
